So I think we can actually get away with a 460km hex scale game if focusing on a 1942 scenario, as the classic Axis and Allies board game did. This means no Belgium or Netherlands. I think WW2 1942 is the historical scenario that can get away with the largest hex scale, as opposed to an ahistorical game like "Risk". Hence this should be the initial focus for a historical all world map game.
