Trump plans to "See them in court" after the 9th circuit appeals court upheld the overruling of the travel ban.

I wouldn't consider this a substantial promise to the American people (rather a juvenile tweet in response to the denial of his appeal by the 9th circuit court). Anyways, Trump said he would instead issue a new executive order altogether.

Do you think we should restructure that into a new promise altogether?

Well he already did issue the second executive order. But it, too, has been (at least temporarily) thwarted by the judicial branch...

I think that "Suspend immigration from terror-prone regions where vetting cannot safely occur. All vetting of people coming into our country will be considered extreme vetting" should be marked as in progress as debated in #109.
