Add Treasury pallet

The treasury pallet should collect fees from transactions and 50% of the block rewards. The burn percentage should be set at 0. The treasury will be used to reward block producers in Aura, active participants in the network (based on type and frequency of transaction), and active members in the NGO (subjective opinion of the board).
