What's the process for creating a wiki campaign? Is there some way we can find where they are registered or add as a reccommended step of creating the campaign to be create an issue here for it to be added / to add it themselves when campaign editor is fully functional?

There must be a kind of community process before a banner is shown prominently to all Commons users.

How about we make sure that we always have someone who is part of this process (even if only as an observer), and this person would add each campaign as soon as its sitewide banner display gets approved?
