Add a command to update a dependency's version

Would be nice to have a command that automatically updates to the latest version like we do in the editor. Right now it's very annoying (or basically impossible if the version is a commit hash).

i'm referring to dependencies added to a project. in makecode, you update them by clicking the little refresh icon in the file explorer
