Import preflight from HTML

Is there any way how to import the preflight styles from the HTML file itself? The reason I ask is that I need a specific order of the styles. Right now I use this ugly work around to force the base styles to be imported before some other styles:

import base from 'virtual:windi-base.css'

const style = document.createElement('style')
style.innerHTML = base

document.querySelector(`meta[name="base-style"]`)?.before(style)

However, I wonder if I could load it like this:

<link rel="stylesheet" name="preflight" href="/@windicss/windi-base.css" />
