Update development docs:

Remove outdated steps regarding spidermonkey
- incl. install Python@3 rather than specifically ＠3.11 (as that was a spidermonkey requirement)
Update build targets: build, build:debug, build:weval
Added instructions on packing locally to a tarball and installing it to a compute app
