Steps to Reproduce:

1. Enable the New+ feature in PowerToys.

2. Add template files and folders in the New+ settings.

3. Open File Explorer.

4. Click the "New Folder" button in the Ribbon under the "New" group.

✔️ Expected Behavior

Expected Behavior:

Clicking the "New Folder" button should create a new folder, consistent with the default Windows behavior when New+ is disabled.

❌ Actual Behavior

Actual Behavior:

Instead of creating a new folder, clicking the button opens the Templates folder defined in the New+ settings.
